The banks were intimidated and threatened with law suits by democrats. Fannie Mae Freddie Mac was used by democrats to create the opportunity for the corruptions. The only time Republicans held the presidency and both houses, Dodd filibustered their attempts to fix it before it blew up in our faces. The democrats are the source and cause of derivative corruption. They made it possible and threatened banks to get involved or face law suits. Obama and others were given the power to issue banks money as well. Who do they blame? The Fed, the banks. Do any of the banks who refused to take part get credit? No, they find a way to bash them too.
