    Of course he did. That is because he is a thief and a worthless drug addict, and has no scruples what so ever. Did I also mention, in the Chicago Bath house scene, he is known to like old white men.

    His next sentence identifies it as aid from the Dept of Education.

    And Arne Duncan over at Education worked with a team to see what we could do to simplify it, and it made a big difference.”
