   2-pg letter from Attache of Embassy of the United States of America, Office of Military Cooperation, Sana’a, Yemen, to Staff Major General Al-Ashwal, Chief of Staff Ministry of Defense, Sana’a, Republic of Yemen, containing list of Yemen’s items of procurement including aircraft, motor lifeboats, various vehicles, light patrol vehicles and flyer advanced light strike vehicles with estimated costs of many 10’s of $ million, asking if Yemen planned to use their own funds, or planned to use “Foreign Militray Financing Funds provided through U.S. Security Assistance”, in which case Yemen would need to use “a multi-year phased approach when an appropriate amount of security assistance funding is available.”
