How did FBI miss Paddock accumulating 42 guns, large amounts of explosives and 2 planes?

Reporta show that Paddock had 23 guns (including machine guns) in his hotel room. He had 19 more guns at his home. Large amounts of explosives were found in his car. He owned 2 planes. In our day and time of computerized surveillance, how wasn’t this red flagged by the FBI?
