    Obama views GOP members as terrorists, and therefore he will not negotiate with them. He does not view al Qaeda, the Taliban, Hamas, Boco Haram, and the Muslim Brotherhood as terrorists. Therefore, he will negotiate with them. It’s simple once you understand where Obama is coming from.
