Additional IPs of the person, who threatened me

The person, who threatened me, used several IPs.
The IP he uses most often, is 23.94.114.41
However, I saw him use 31.14.14.210 and 104.236.61.109
Can you help me ID this person?
Here are some statements made by the person with this IP. Could he be a coach at Niagara U? Does he know Michelle’s brother, who is also a basketball coach? A person from that area made some statements claiming he talked to Judge Wingate, presiding over my case in MS, and accusing Judge Wingate of improper bias. Is it the same person, who is threatening me now?
