“Does” is used in court cases. They are names not yet listed. Sort of John Doe and Jane Doe. Later as the case progresses names are put in without a major change to the original filing of the case. sometimes you sue but are not sure who the person is. discovery is to find the person.
Anyway I am not a lawyer and not sure of the detail but here it refers to up to 100 people. Doe 1 and Doe 2 are the first 2 of the 100. Later Doe 1 might be changed to John Smith etc. for example.
So John Smith is added as a defendent without having to start a new case against John separate from the present case. John has to catch up to the case already in progress.

Dr. Taitz, forgive me, but did Leo Donofrio say that this case should be sent to either Eric Holder or the US attorney in DC (Taylor?)?
This is how I understood his argument, and I could be wrong because I’m not a lawyer: One submits the quo warranto request to either/or. If either does not respond within a certain amound of time (days? I don’t remember), then one can legally go forward with the case without them. Is this what your submission to the SCOTUS represents? Did you already go through the motions with the DC attorney and/or Holder?

First, Mary Brown simply does not realize that many tens of millions, if not hundreds of millions, have not even heard about the controversy. For these people, what is not covered by the media does not happen.
For example, look at Darfur.
Many millions more take on simple faith that Obama is eligible. When I say “faith,” I mean faith in a religious way — faith that does not need proof, but only the power of blind belief.
Still millions more have not bothered to take the time to read both sides of the controversy. They hear the spin, mis-statements, mis-information, mis-interpretations, and mis-representations as definite proof.
Second, I am confused why Mary Brown (along many others) believes that everyone calling for Obama’s background information is “right wing.”
I am far from right wing. Indeed I voted for Obama, as I have for every Democratic Presidential candidate for the past two decades. In fact, most of Obama’s policies are not liberal enough for me.
However, I also believe in playing by the rules. I especially believe in keeping the Constitution whole, with the respect of all.
True intellectual honesty and integrity demands nothing less. The policy ends, as comforting as they are, do not justify hazardous and dangerous means.
What a Democratic candidate can do in 2008 and 2009, a Republican (or, much more frightening, an extreme right wing) candidate can do in future years.
What a Democratic candidate can do with the eligibility clause, someone else can do with a different clause.
I hope and believe that when Obama’s documentation is finally released, it will show him to be who he claims to be. At that point, we can turn the page and move on.
However, I will not trust his word alone (or the word of blindly faithful followers), just as I would not trust any one’s word alone, just as I do not trust belief and faith alone.

Puzo’s and other suits are still active. I hope that one action somewhere will yield the answers and settle this question that any honest and forthright Candidate would have addressed immediately when it came up.
