    Evacuating Houston would have requited a coordinated effort with Federal, state and local authorities involved and would have had to begin days before the storm. It seems that there was no coordination and there is plenty of blame to go around for that at all levels. Last time a mayor of Houston simply told people to evacuate (Hurricane Rita) it was a disaster. People sat on the highways for 9 hours. A situation like that would have been deadly this time. It is appalling that there was no plan people need to be held accountable for that at all levels of government.
