I saw that birth announcement. Congressman Steve King’s office sent it to me. It has only a date and says it was a son. Anyone can place an ad in a newspaper about a birth, even if it occurred 6,000 away. Additionally, the address given of “Mr. and Mrs. Barack Obama Sr.” has not been verified. The woman who had lived next door for over 50 years said no such couple ever lived at the address provided in the announcement. The whole thing was a fake. |

The birth announcement means ABSOLUTELY NOTHING !!! You should respond to your Congressman with this.
According to the newspaper where the announcements are listed, they announcements are supplied by the Department of Health ( it is at the top of the page ). Once a BC is applied for, the info is sent to the DOH which then in turn passes it on to the newspapers.
In 1961, a relative could have applied for the BC by themselves – without the parents. Once applied, the info is sent to the DOH and then to the newspapers – thus the announcement.
If you look at a long form BC from 1963 ( 1961 used the same format which can be verifired by the National Institutes of Health ) . If you look at field number 18, it is for the signature of the parent or OTHER informant. Thus, someone else besides the parent could apply for the certificate.
The BC can be seen here:

“The woman who had lived next door for over 50 years said no such couple ever lived at the address provided in the announcement.”
I saw that report by the PI, the woman said that there is no way that she would have forgotten a white woman with a black man and bi-racial child, she said that you never saw that back then and she surely would have remembered them. From what I remember the long time previous owner was deceased.
Everybody has had a neighbor that sticks in your mind for many years for one reason or another.

I meant the previous owner of the house address in the birth announcement, not the neighbor who said they never lived there.
