Concerning missing ammo: Without more information, I would start looking at paper work.
Has anything been miscounted? Has everything been signed for? Who is charged with keeping an eye on armaments? Start here first, then follow the money to find out if the ammo has not been misplaced before calling out the authorities. It was never mentioned what type of ammo. Rounds per box, total number of boxes. Ten or less boxes would be an easy sale. More than that will attract attention.
