I need help in getting through stonewalling in Sacramento

I repeatedly called the office of the Secretary of State of CA and stated, that I am interested in paying for a statement by a candidate for the US Senate to be posted in the elections brochure. They are stonewalling, not calling back, hoping that I will go away. I need a couple of major nudniks, major pains in the neck to keep calling or go to the office of the Secretary of State of California, ballot pamphlet program, and get the application forms and help me make sure that they print my message in the pamphlet, so that nearly 40 million Californians can read it. I would be willing to help you. But I can not find anywhere on the Sec of State website how a politician gets to publish anything in the Ballot Guide.
