Are U.S Notes available at local banks? If I request all of my Federal Reserve Notes to be exchanged for U.S. Notes, will my bank even know what I am talking about?

A legal expert I asked about this said it’s moot, the U.S. is already bankrupt. “Federal Reserve notes” are IOU’s not worth the paper they are printed on. The stability and viability of an economy is wholly dependent on the people’s trust and confidence in the system.
