If there is no tampering with the ballots, Chris Kobach should win his primary

From about 75% of the vote till 95% of the vote Kobach has been leading with o,2-o,3% margin. Currently he is 550 votes ahead. There are about 6,000 votes left to count. 0.2-0.4% of 6,000 is only between 250 to 380 votes. Kobach should win this election for governor of KS. I am wondering, why the counting stopped at 95% of the vote, why didn’t they count the remaining 300 precincts which make up the remaining 5% of the vote? Is someone trying to create ballots to keep in office the establishment candidate-Colyer and stop the patriot-populist Kobach?
