While it is historic, for the senate to confirm 12 judges for the courts of Appeals in 1 year, still there are 168 vacancies, Trump nominated 68 federal judges and only 19 were confirmed. The senate majority is not likely to change in favor of Dems in November, but it can happen, so the Senate will have to confirm 150 federal judges within 1 year. For that reason it is imperative for the senate to change the rules by a simple majority. They should implement the proposal of Senator Johnson and leave most of the debate to the Judiciary Committee and cut the debate on the floor of the senate from 30 to 3 hours. This is the only way for the senate to confirm 150 federal judges in 1 year, until the next Congress is seated.
