Probably both. Asleep & drunk.

Was there some type of weapon used to scramble both ships’ navigation systems?
If not–
There are so many backup systems to prevent this type of accident from occurring. They have radar, sonar, etc. They also have sailors on watch – or should have.
The entire officer staff should be removed from command and possible criminal negligence charges.
Freighters also have their own systems. It is inconceivable that this has happened.

Its a little far fetched, but could a anti-Trumper or someone who just had a difference with the captain in the ships electronic navigation section seen that this going to occur and kept quite and allowed this happen?? It sounds like the Captain was sleeping at the time and it hit, in part, his cabin. Something happened and someone allowed it to occur.

The container ship was seen making a U-turn before the collision on some ship trackers, a move that has raised questions about what happened. The source: https://hosted2.ap.org/APDefault/*/Article_2017-06-18-AS-Japan-US-Navy-Collision/id-3ee310f29abe4acba76115e2aec0f56d
This raises some more suspicions…

Agree with Alex G. Probable sabotage.
Ditto, all the men were asleep or drunk.
Sad to say. Tell em, Danno!!!
