The CRS is employed by Congress to make whatever Congress does, or doesn’t do, legal and Constitutional. The first CRS report issued shortly after Obama was sworn in back in 2009, and requested by Pelosi and Reid, was to give members of Congress a way to uniformly tell their constituents why Obama was eligible. There was zero chance the CRS would, after Congress had sworn in Obama and committed high level treason in the process, say; Obama is not eligible. Their report was a rubber-stamp of Congress action in not objecting to Obama’s ineligibility before he was sworn in.
The latest CRS effort is to torture the meaning of natural born citizen into anchor baby territory at the request, again, of Congress.
The CRS report is part of the problem, created by the complicity of Congress in the biggest fraud in history, to continue their 7 plus year cover-up of the biggest hoax ever perpetrated on the American people.
Congress protects Obama to protect themselves and as the issue of eligibility heats up again, they again ask their employees at the CRS for help.

Nowhere in the Constitution states that Congress can give natural born citizen status. The founders stated that it can only be acquired by inheritance. Government can only give citizen status under the naturalization laws of the country. Government can only recognize the natural born citizen status since they don’t have the power or authority to grant it.
