No. This is the same case in earlier reports (about back injury/surgery) that have been debunked and explained.
Circuit Court for Howard County – Civil System
13C14101574 Filing Date 12/03/2014
The Baltimore Sun explains that case.
The truth about Freddie Gray’s ‘pre-existing injury from car accident’
——-
But court records examined Wednesday by The Baltimore Sun show the case had nothing to do with a car accident or a spine injury. Instead, they are connected to a lawsuit alleging that Gray and his sister were injured by exposure to lead paint.

That back injury story was on Free Republic. One thread was pulled. At the moment, there is currently another (but it may be pulled because the story is bogus.)
One of the members discovered this claim is about the lead paint.
His posted comment:
This article is nonsense.
First, the point about a previous spinal surgery is based on unnamed sources who present no evidence. It’s also contrary to common sense – if he had a preexisting spinal condition that could have resulted in the injuries that he suffered (three fractured vertebrae and a crushed larynx), there is no way he would have been up and riding his bike a week after surgery.
Second, just a few minutes of digging around makes clear that the Allstate settlement had NOTHING to do with any vehicle accident or spinal injury. A quick search of the Maryland court records shows that Freddie Gray’s twin sister, Fredericka Gray (creative naming, right?) also had a structured settlement with Allstate that Peachtree was trying to purchase:

Some further digging reveals news articles that refer to a lawsuit brought by Freddie and Fredericka Gray against the owner of a building where they lived growing up, alleging that they were harmed by lead paint in the building.

According to the article, the Grays entered into a settlement with the former landlord, whose name is Stanley Rochkind.
Finally, some further digging reveals that Allstate Insurance Company has sued Rochkind. Turns out that Rochkind has an umbrella insurance policy with Allstate, and that Allstate has sued Rochkind in order to determine whether the insurance policy required Allstate to pay a claim to related to a different lead paint lawsuit brought against Rochkind:

Taken together, it is pretty clear that the Allstate structured settlement was related to the lead paint lawsuit, not to any previous spinal injury.
In other words, the story at link is complete and utter horseshiat.
[so is the story about Police Harassment, IMO]
see the posted comment, if they don’t pull the thread.

Yes. The case I posted involved Fredericka Gray, Freddie’s twin sister. The two cases were filed (and resolved) on the same dates, were otherwise on the same schedule, and involved the same other parties (Peachtree and Allstate). That’s the whole point – they were companion cases, that likely involved the same underlying structured settlement.
So, we know that (a) Freddie and Fredericka Gray sued their former landlord re: lead paint, (b) that case settled, (c) their landlord had am umbrella policy with Allstate that covered lead paint claims, and (d) the Grays’ structured settlement was with Allstate. Based on that, it seems pretty obvious that their settlement with Allstate was related to the lead paint claims, and not to any prior spinal injury.
