    Wouldn’t they require an actual, specific victim to prove attempted murder? Or prove that he intended to murder, rather than vandalize?

    this is a case of reckless disregard to human life. Anyone, who was in this burning building, is an intended victim. By slashing a fire hose he intended for anyone in this building to die a horrible death by being burned alive. This thug belongs in prison and for a long time
