That statement is true but it does not mean they are not considered THREATS.

There was not a “Terrorism List”. There is a section titled TERRORISM listed under Global Threats. ISIL was the focus. ISIL was mentioned numerous times in the remainder of the report.
Iran is discussed under the sections “WEAPONS OF MASS DESTRUCTION AND PROLIFERATION” and also “REGIONAL THREATS”.
“Hizballah” was mentioned in the Lebanon section under “REGIONAL THREATS”
Boko Haram is discussed in the Nigeria section.
