Possibly. Two other reasons come quickly to mind. He has been asked by incumbents up for re-election to not do anything so they will have a better chance of being re-elected; and the President is being cautious in case all of his efforts to steal the coming ellections fail, and the repubs gain control of the Senate therefore ensuring his impeachment ESPECIALLY if he moves to further destroy our culture with open borders.
We would not need a border fence so much if we would hold any invaders in a detention camp until relatives from their homeland sent funds to pay for their “holding” expenses and passage back home.
We just need to impeach Holder, then Obama, so we can open the files on Obama and find out who he really is.
Could it be that my TX case to stop dumping the illegals and upcoming October 29th hearing before Judge Hanen made a difference? Obama announced today that he will delay immigration action, at least there will not be any amnesty until November election

    We do already know enough about obama to have blocked his very presence in our white house, not to mention his removal from office and prosecution as a foreign infiltrator.

    The problem is there is not a soul in any position of authority who is not themselves traitors to this country and our Constitution based on the simple fact that they refuse to address and declare the fact that obama is NOT a “Natural Born” citizen of this country. There is not a single soul who can be trusted to any office who will not do so. That alone should be evidence of their loyalties whether it is to the people or to this corrupt regime.

    Only the ignorant, liars, or cowards, will refer to obama as president

    Yeah, that’s what them Fema Camps were set up for…but, so far, it appears that they lied their butts off again!
