That’s the same hosting provider of a Wikileaks Journalist, among others.

    https://is.gd/PpHF2c

    address: Hetzner Online AG
    address: Stuttgarter Strasse 1
    address: D-91710 Gunzenhausen
    address: Germany
    phone: +49 9831 61 00 61
    fax-no: +49 9831 61 00 62
    abuse-mailbox: abuse@hetzner.de

It’s very easy to email an alternate source ip/address. All you need is telnet and a brain.

Assuming that IP is the source address, that is also a shell account aka hosting provider. You would need to contact the admin and have them see who’s sending what amounts to spam from that ip on their network.

As an addendum, if that IP address is simply what was provided in the email- and not the source ip to hit the email server, then it is useless. That is easily spoofed as well.

The IP resolves to a server hosting multiple diverse diverse proxy services. So the actual sender could be anywhere in the world.

    See https://website.informer.com/46.4.97.132

for a run down on the sites hosted. It’s not necessarily NSA per se, but doesn’t rule out their involvement either.
