    Verizon uses fixed IP numbers for days or weeks at a time with FIOS. Get a warrant and I assure they can tell you the name and address of the subscriber. As long as it isn’t a multi-house dwelling such as an apartment complex … you can find out who they are.

    I agree with DavidL. FIOS by Verizon is a fiber optic to-the-curb service that has a fixed location rather than a mobile device.
